Minister of Energy and Natural Resources (MERN) of Quebec

Jonatan Julien was elected Member of the National Assembly of Quebec in the riding of Charlesbourg in the provincial election of October 1, 2018.
He is the current Minister of Energy and Natural Resources of Quebec, as well as the Minister responsible for the Côte-Nord region and the Gaspésie - Îles-de-la-Madeleine region.
Qualified accountant, Mr. Julien is a member of the Chartered Professional Accountants of Quebec (CA, CPA).
He has a Bachelor’s degree in business administration at the Laval University and a Master’s degree in public administration at the ENAP. His career path from the last 15 years led him to work in several major institutions in the internal auditor, risk management and governance fields, such as: - SSQ financial group

From 2011 to 2013, Mr. Julien was the Secretary general of the Quebec Land Company, in which he was the head of major projects and of corporative businesses. From 2013 to 2018, he sited as a municipal councilor in the Rivières borough in Quebec.
He also worked as an Executive vice-president of finance, human resources, engineering, public works and infrastructure of the city of Quebec. Mr. Julien was also the president of the Centre for Expertise and Research on Infrastructures in Urban Areas (CERIU) from 2016 to 2018.

Gabrielle Gauthey is a seasoned executive in the investment and innovation field in France and abroad, notably in the energy, telecoms, digital and real estate sectors.
In June 2019, she joins the executive committee of the GRP (Gas, Renewables & Power) branch at Total, as a director of carbon neutrality businesses. She is in charge of Total ventures, of Greenflex, of low carbon solutions, of industrials and natural carbon sinks (CCUS) and of hydrogen.
After starting her career with France Télécom, she joined DATAR in 1992 as the head of the department of foreign investment in France, in which she created the “Invest in France” agency, which became Business France.
From 1995 to 1997, she was the technical advisor to the Minister for Posts, Telecommunications and Space affairs. She was responsible for information technologies and telecommunications. During this period, she led to the opening of telecom sector to competition and led to the change of status of France Télécom.
In 1998, Gabrielle Gauthey became the Deputy CEO of Sofirad and created “Le SAT”: the first satellite-based operator of French-language digital TV and radio services in Africa. “LE SAT”: later became Canalsatellite.

In 2000, she was the Director of Information and Communication Technologies Department at the Caisses des Depots et Consignations, responsible for investment in the “regional digital development” programme and created the first Public Initiative Networks (PIN).
From 2003 to 2008, she was a member of the French Regulatory Authority for Electronic Communications and Posts (ARCEP) and the Vice President of the ERG, Body of European Regulators in Telecom.
From 2009 to 2015, as a member of the executive committee of the Alcatel-Lucent group, she was responsible for public and defense sectors in the world and set up PPP projects in Europe, Asia, Asia-Pacific, such as Red Abierta in Mexico ($7 b).
As the Vice President of the FIEEC, the President of the MEDEF Innovation Commission of the MEDEF and a member of the national digital council, she is also a member of the Broadband Commission of the ITU and the Unesco, whose mission is the digital coverage for emerging countries.
From February 2015 to April 2018, as the head of investments and of local development and as a member of the executive committee at the Caisse des Depots, she revived the investments in infrastructures, real estate, tourism, energy, digital technologies and the creation of company ($1 b of invested in 7 billion of projects).
From September 2018 to May 2019, she was the Senior advisor at Macquarie Group – global leader in financial advisory and investment (€345 b under management) – within the Infrastructure and Energy Division of Macquarie Capital, notably to develop the activity of digital infrastructures in the EMEA regions and in America.
She studied at the Ecole Polytechnique et got a degree from Télécom ParisTech and from Ecole Nationale Supérieure des Mines de Paris. She is a mining engineer and she has a DEA in economic analysis.
In addition, she is a member of the Academy of Technologies and is on the board of Gecina, GFI and Radiall.

PGeo, UQAM Emeritus Professor – Teacher at the UQAC, at the UQAT, at the University of Lorraine and at the University of Guyana

Michel Jébrak is a geologist and a Doctor of Science. He is an Emeritus Professor at the UQAM and teaches at the UQAT, UQAC (in Canada) at the University of Lorraine and the University of Guyana. He is the administrator of the mining investment fund Sidex, and presides over the scientific council of Ouranos about climate changes. He studies the origin, the economy, and the social impacts of mineral deposits.

President – CEO at Hydro-Québec

Since April 2nd 2020, Sophie Brochu is the president and CEO at Hydro-Québec. She has been the first women to hold permanently this position in the history of the company. Mrs. Brochu has a thirty-year experience in the energy sector. She has participated in the development of the natural gas network and contributes to the rise of sustainable energies, such as hydroelectricity, wind energy, and solar power in Canada and in the United-States. She is a member of the Order of Canada. Mrs. Brochu is socially active: she works for the Centraide of Greater Montreal and cofounded Ruelle de l’Avenir. She is also the chairman at Forces Avenir and is the leader of l’Effet A – an initiative which aims at supporting women at all levels of organizations.

Managing Director of Storengy

Camille Bonenfant-Jeanneney started her career in 2006 as Advisor on Industrial Affairs, then Advisor on Environment at the French Permanent Representation to the European Union in Bruxelles.  In 2012, she became Advisor in the office of the Minister responsible for European affairs.   In 2013, she joined RATP (the Paris public transport operator) as Responsible for the “Grand Paris” mission to the Deputy Director General responsible for Projects, Engineering and Investments.  In 2014, Camille became chief of staff to the RATP CEO.  In 2015, she joined ENGIE as chief of the Group’s Headquarter and as chief of staff to the General Secretary. Then, in 2018, she became the CEO of the CPCU (the Paris district heating company).  Moreover, she became responsible for the Paris Region at the Business Unit Cities and Communities when ENGIE Solution was created in 2020.  Since April 1st 2021, Camille Bonenfant-Jeanneney is the CEO of Storengy. 

Mayor of Thetford Mines, Canada

Marc-Alexandre Brousseau has been the mayor of the city of Thetford Mines since November 3rd 2013. He is also the president of the Economic Development Society of the Thetford region as well as the President of the Caucus of Regional cities of the municipalities Union of Quebec, which gathers more than 1,000,000 people in 27 cities of Quebec.

Formerly, Mr. Brousseau worked in the banking sectors and economic development. He participated in the economic revitalization of Thetford Mines, which experienced a total transformation of its economy in a couple of decades only. Thetford Mines has thus gone from a mono-industrial city producing asbestos to a diversified city including several industrial niches and a knowledge industry in development.

Mr. Brousseau is very committed to his community and in the municipal sector, he supports the municipal autonomy and the regional economic development causes.

Strategy and Innovation Director, Eramet

Philippe Gundermann is 52 years old and is currently the Director of Strategy and Innovation and member of Eramet Group executive committee. He supervises the exploration activities of the Group, as well as the Energy and Climate management.

As an engineer specialized in hydrometallurgy from Centrale Paris, Philippe Gundermann has occupied management and technical functions, such as several general subsidiaries management missions, at Eramet Group since 1993.
Moreover, he was part of different professional organizations, such as the President of EPMA (European Powder Metallurgy Association) and member of A3M’s (Alliance for minerals, ores and metals) board of directors.

Delegate general of Québec in Paris and Personal Representative of the Prime Minister for the Francophonie


Since May 13th 2019, Michèle Boisvert is the Delegate General of Quebec in Paris. On May 22nd 2020, the Prime Minister of Quebec, François Legault, appointed her Personal Representative of the Prime Minister of Quebec for the Francophonie.
Until her appointment, Mrs. Boisvert was the Executive Vice-President of the Rayonnement des Affaires at the Caisse de Dépôt et Placement of Quebec (CDPQ). She joined the CDPQ in 2012 and held the position of Executive Vice-President, Public Affairs and strategic communications until 2015. Then, she was the Executive Vice-President, Rayonnement des Affaires; a mandate during which she was responsible of all the business initiatives and during which she made sure – in support of the investment teams – that the CDPQ was present in all the regions of Quebec. In addition to her functions at the CDPQ, Mrs. Boisvert is associate professor at HEC Montreal.
As a qualified economist, Mrs. Boisvert led a prolific journalism career for nearly 30 years. She started her career at Radio-Canada as an economic journalist from 1982 to 2002 and then joined La Presse, where she covered economic news as a reporter, then as an editorialist and eventually as a columnist. In January 2007, she became the director of the business section of the newspaper. Apart from her functions at La Presse, Michèle Boisvert had a daily economic column for seven years at the radio Radio-Canada.
Until her appointment, Michèle Boisvert, was the president of the Foundation of la Place des Arts and of the Foundation of Centre Jacques Cartier, and was the vice-President of the Council of the University of Montreal. She also sat in the boards of directors of the Foundation of the McGill University Health Center, the Montreal Council on Foreign Relations, the Montreal International Musical Competition and of the Foundation of Entrepreneurship and Innovation ENCQO.
Michèle Boisvert has won numerous awards during her career, such as the Women Distinction Award in the communication of YMCA for 2019. It awards women who – from their commitment and achievements – have a positive and long-lasting influence on society.
In 2018, she was awarded the honorific title of Knight of the Ordre National of Quebec.

General Director 48ème Nord

As an experienced manager, Cindy leads work teams to their full potential. She is known for her dynamism, her ardor, her precision and her sense of sustainable business development. In the outer years, she put forth her expertise in strategy of market positioning, commercialization and exportation to companies. She worked closely with economic actors and government partners in order to ensure a successful growth of the company in the development of their activities on the foreign markets. Cindy is reputed in her chosen field, the mineral industry, but also reputed among her environment, her partners and her customers. She spotlights the Quebec/Canadian know-know to foreign mining companies in order to ensure their full development and to have the best expertise.

Minister of National Education under three right-wing governments from 1993 to 1997, he was also deputy for Pyrénées-Atlantiques between 1986 and 2012, president of the Pyrénées-Atlantiques general council from 1992 to 2001, European deputy from 1999 to 2002 and mayor de Pau since 2014. In 2020, he was re-elected president of the Pau Béarn Pyrénées agglomeration community and also appointed high commissioner for planning.
